Like... of the four authors of the report... Are any of them Republicans? This is exactly why the center can't hold: because even the people trying doggedly to position themselves as centrists are not seen as centrists by anybody else.
Chait's vision here, and perhaps Niskanen's also, is an American political environment where the debate is between Socialism and Christian Democracy, much as in many European countries.
And maybe we are headed that way, but I have a spoiler for you: Europe is leaving that debate behind itself with a new wave of rightist and leftist parties, and the actual movements making headway in the US don't fit that rubric either.
