I think so. Woody has achieved sentience and can move. For whatever reason, other toys haven't. Then there's Buzz who was convinced to being the real thing at first, later coming to terms with his existence and purpose.

I think the gigas toy believes its a mecha, and they cant move without a pilot, and doesnt realize it can move on its own Like how buzz thought he was a real space ranger and could fly But it still doesnt explain why he stoppped moving when Andy came into the room
