The secret is you grind Eevee up against a sh*tton of Rattatas until it's ten levels higher than Misty's team.

Tho, These moves are just OP. They take away even more difficulty. The electric attack has 100% paralyzing effect as far as I know, pikachu's move has prio and 100% crit Chance. Wtf?! And, first of all, you can catch pikachus in viridian Forest. That would have helped as well ^^
