It’s not just that the new homes on flood plains are at risk of flooding but that by building on the flood plains it puts existing homes nearby at new and increased risk of flooding.

I wish this would distinguish between cases where development imposes flood risk on existing residents and merely cases where new residents are at risk of flood damage. The former is a serious problem, the latter isn't provided new developments aren't entitled to subsidy.
