It’s not only immigration bodies who do this but also national/ colonial authorities. e.g. in the past Moroccans didn’t always register births, esp. in rural areas which didn’t have a registry office. When ID docs were introduced, these ppl were given a DoB of 1 Jan.

Yup. Several of my Moroccan in-laws are 1st Januarys. As are a lot of the Syrians I know. My son, however, is an actual 1st January birth. I know. I was there.
