    Some peoples (such as Germans) by and large follow authority and other peoples by and large distrust authority (Americans), and some people are in the middle. So authority's faults are only half the equation here.

    First: “Everyone wear a mask” Then: “Wear a mask if you’re not vaccinated.” Now: “Everyone wear a mask.” Trust is gone.
