It's hard to become truly proficient if you don't fail; "experience" means "scars." One of the great things about programming is how easy it is to undertake a crazily-ambitious personal project...and fail, on your own time, at no cost, and with no risk.

I put a huge amount of weight on personal projects when reviewing candidates. In part because it shows that they actually enjoy programming, but also because there are things you learn by striking out on your own that you'll never learn by toiling away on some existing subsystem.
