A choppy/stilted delivery signals that the presenter is an actual engineer rather than some slick stooge. Wouldn't be surprised if savvy companies start coaching their stooges to throw in a few awkward pauses during public tech presentations.

You can give a good tech presentation without being a stooge, I just prefer to hear it from the horse's mouth. The information will be less filtered, and it demonstrates that the company truly values their engineers.
