“For committee staff, absent a Rules package there is no authority to process payroll.”
Payroll is processed once a month, with the deadline for this month being Jan. 13.

Maybe the Dems make a deal with McCarthy to kick boebert, Gaetz, santos and Biggs out of Congress with a 2/3rds vote via the clerk leaving him with a 1 seat majority and then voting him in as speaker? :)
