I don't think funders should favor a particular publisher/journal. One thing to mandate OA & publishers choose whether to comply and how. Another to pick specific platforms/publishers & say "that's what it should be". I fear if Plan S were to do that, no funders would sign up. 3/

Under the current Plan S, societies are panicking b/c their publishing margins will be slashed. However, for most societies, if journals switch to APC-based open access, the journals will still be sustainable, just w/ lower margins. 4/

In contrast to current Plan S, under the alternative proposal above, most society journals would simply cease to exist. Not sure how much support Plan S would then have and whether any new funders would join. Also afraid existing Plan S members would leave. 5/

The current Plan S is designed to push the system out of paywalls into immediate OA. It won't be perfect. Won't solve all inequities, for sure. But it will be orders of magnitude better than today's system. Will cost less and give the world free-to-read research. 6/

Importantly, Plan S as framed right now is designed to get support of additional funders and & to allow existing journals to switch to OA. I fear that for Plan S to get too prescriptive/ambitious will undermine the entire effort & make it just a futile document. 7/

If Plan S flips all STM journals to open access, it will suddenly transform the system into a transparent and competitive landscape with all journals competing on the same terms, as opposed to some being "free for authors but charging society" while OA journals seem expensive. 8/

Finally - nothing about Plan S prevents further innovation in publishing in terms of preprint adoption, overlay journals, switching to
