Don't know enough about it to make educated comments. Seems like it can work well for consumer products via Kickstarter. I'm less sure about B2B.

I moved to SV from North Carolina 12 years ago. Culturally the holders of capital back home are much more risk averse than in SV, and socially the stigma of failure is harder to shake. Both factors contribute to dearth of seed stage funding there.
