For what it's worth, I just signed the letter. Some of Ullman's view are (in my opinion) just *wrong*, but not beyond the pale. However, the letter correctly focuses on the crux of the problem: explicit discrimination against Iranian students...
Holding all citizens of a country responsible for what their government does is wrong and stupid. As an American citizen, I hope not to be held responsible for certain US government actions, and indeed strongly oppose them. I'm sure this is true for people from other countries.

to append to this, it certainly doesn’t make me feel very positive about working as a researcher for the US federal government when some of its worst policies are used to justify shutting out extremely valuable researchers on racist grounds. that hurts all of science.
