I don't think a communications strategy is equivalent to propaganda. Again, obviously they are going for "as much as possible". But the consequences of missing a goal they set could be dire in today's world of Fox News negative polarization, skepticism, and conspiracy theories.

So they used a communication strategy to avoid being blamed for the fact they simply do not know what they can do best than Trump in those early days of the administration. I call it propaganda.
