I agree with the latter. I don't ever want ethical practices + examinations in professional silos. It shouldn't be "someone else's job", ever.
The latter. Everyone needs to be exposed to this -- don't segregate this work in a place where some (many?) will choose not to go.
From a professional development & community-building perspective, though, I think we need dedicated spaces. At e.g. RecSys & SIGIR, I'm mostly in ambassador mode: advocating the basics. The conversation rarely moves past Justice 201. (HCI spaces are better about this, I think.)
