Is the academic job market so different in the US that they believe they can keep high-quality faculty with a policy like this? Or is it just enormously out-of-touch, based on a paternalistic view of how households are managed?

So far, this is the only instance of this I've heard of, and I certainly find it shocking, paternalistic, out-of-touch, and I hope! an anomaly.
