I think this is more of an issue of TV / movie studios threatening to pull ad dollars unless YouTube did something about Kodi pirate guides (there were many). Studios also directly issued DMCA takedowns of Kodi pirating tutorials.

I hate that the bad eggs who use it for piracy have ruined the party for everyone...only a few months ago the recs I was getting for Kodi were all outright 'here's how to get free stuff', which feels like a hypocritical 180°.

Since Youtube / google are now acting as content curators now due to their political preferences, thus they loose their "safe harbor" status, so they are liable for any activity on their platform now. Youtube's killing themselfs. Better look for better platform.
