Universal masks would make more sense imo

That is an inequitable and unjust suggestion. It is not safe for "joggers" to run solo in the dark. SF sidewalks are the problem- they are too narrow. Meanwhile, our 60ft wide streets are unused. There is plenty of space for everyone:https://twitter.com/prinzrob/status/1248419494399078402 …
The better thing to do would be to close down the streets so people have more runway. Having jogger hours would just crowd the streets with joggers.
It would be better to close some streets to cars like Oakland. We could develop better walking and cycling habits as a City, and reduce traffic and pollution. Let’s be like the Netherlands and give pedestrians and cyclists right of way on all streets (except at lights)
