The mom took the dart away and was going to do it herself when the kid screamed. Mom apparently believed the girl wanted to do it and gave the dart back. Possibly the girl screamed because she didn’t want the balloon to pop at all, we’ll never know.

I was afraid of popping balloons as a kid as I didn't like the sound. Come to think of it, I'm not crazy about popping balloons now! Those parents are idiots. I feel bad for the kid.
