Frank Ramsey has some good work on this, btw. (tho tbh "causal neigborhood" may be genuinely new, &edefinitely is one of the more nicely robust analogical framings of the issue I've come across)

basically Ramsey says parsimony is satisfied when the new theory is a "conservative extension" of the existing universe, i.e: minimally disruptive to the neighborhood while still sufficient to explain its object

so "there goes the neighborhood" can be a principled reason to resist a theory even if it is the only good one available at the time - it may be prudent to wait to see if a less disruptive one come along before starting excavation work in everyone's backyards

maybe it does exist and I'm just not aware of it or maybe it's not such a great idea but I always kind of felt that Lakatos dropped the fundamental theorems of a powerful formal epistemology on the floor and wandered off & nobody's yet really taken them up as such in earnest
