The Naloxone debate makes me think: there is meta-moral hazard of some sort to entertaining policy proposals founded on an assumption of irredeemable corruption/worst self in a broad population. Good policies leave optionality for best selves to emerge even if probability is low.

on what... assumption of irredeemable corruption or hope of salvation? though I thought it was really about nixon making up an excuse to take out blacks and hippies so I never bothered to check the official ideological argument behind it
