Is there a reason we don't take regular random samples to adduce virus prevalence in the U.S. population?

tbf the vast majority of their budget *is* spent of infectious disease stuff and to do this right would be a big ask I think, would probably take billions per year the problem is absolute funding levels more than prioritization imo
