It's a way to prevent carts from rolling into other cars - a lazy way to avoid having to corral your cart. It also leaves it for the next person. People justify it a as a nicety. When I worked as a cart attendant, I left those for last (unless they were in the way of parking).

What was really fun was getting trained by 3 different people on how to do carts, and each one had a difference stance toward that behavior. The manager hated it. The person who pushed carts for years recognized it as an emergent folk rule & saw a utility to convenience shoppers.
