a lot of it is that we (the far west broadly) had two straight years of intense rain after a long period of drought, so there’s an astounding amount of fire-embracing-ecosystem vegetation out there to deal with

this behavior was happening before the most recent rains. decades of fails from homeowner to developer to utility to government agency and more. gotta stop saying 'its this one thing', else we're never gunna improve. it's all the things.
