Yes rating systems work well if people really apply them. Sadly what mostly happens is that your majority of raters will choose between highest rating, lowest rating, and not rating at all, while only an insignificant minority will really rate according to any scale.
The lack of real rating is what makes smart people use funnel analyses, how often consumers return to your service, how long they stay etc instead of rating systems.
