At a farm at which I worked, we would accelerate composting in a manner like what is described. We’d make layered mounds of plant/food scrap with hay, about 5’ tall, and ‘turn’ them regularly to oxygenate the matter, w/ the goal of having internal temp around 140F.

Soon, the volume of a mound would be about 1/5 of the original. Although this could be used as nutrient rich soil additive (albeit slightly too lumpy), we would do another step: putting the material in “worm beds,” and letting the little beasties do what they do best.
