When many people have a hard time admitting something can do *any* harm, there's almost always a group who can't admit that the thing can do *any* good. Both are fixated on the thing being overall-good-valence or overall-bad-valence.

I have no direct evidence for this, but it seems plausible that magic used for good and bad (according to one's interests) is an ancient distinction, whereas intrinsically good or evil magic (according to an abstract moral system) would be more modern.

not sure if you are already accounting for it but nietzche’s Beyond Good & Evil is premised on this same categorization of bad (natural category based on interests) vs evil (constructed abstract category), but for morality generaly rather than just magic
