What's the difference between a norm and an institution? A norm is a strategy played by an individual. An institution is the system-level emergent result of that strategy being played in equilibrium.

This is different from the formal/informal (or, better, the explicit/tacit) distinction. Norms and institutions can both be either explicit or tacit.

I'd say obligations (things you do/don't do) are norms, and rights (social facts) are institutions. So civil inattention would be a norm, and personal space would be an institution.
