Maybe. I feel like in kids shows and anime there's some wish fulfillment function which makes predictability assumed and desired. Exemple: There must be a good ending for a fairy tale, etc...
good point - wholly unpredictable (max surprise) would be just random scenes with no connection, boring!

Not knowing a lot about anime at the time, I actually found a particular anime sub-genre (just random scenes with no connection) to be quite interesting.
