For this logic to hold it would have to be the case that drug warriors think drugs are bad enough to end all life to destroy them, and also that no other options were preferable to end drugs than ending all life. Neither is true. But antinatalism directly disparages life.
so awarding zero/negative moral points to making new people is NECESSARILY the same as awarding points for killing?

Not necessarily but it is very hard to make a consistent argument that proscribes making new life but not ending life on the basis of utility. My fear is that someone smart and capable may take the argument seriously.
