"Atomisation" is almost always used by communitarians of the left and right in a way that, usually incorrectly, blames neoliberalism for such problems. We all draw the line somewhere, sure! Neoliberalism isn't "heroin for 6-year-olds", it's supervised consumption rooms. Argument is a) where do you draw the line (I draw it much further than communitarians) and b) what maximises overall choice (usually I think it's choice!)
rich countries seem mostly able to offload bad consequences of drug war to poor countries (e.g. murder rates)
