only if your formulation is so neurotic that it lapses into paradox, but that's a very general philosophical problem that gets sidestepped in practice all the time. it's just prudent to recognise how bad humans are at incorporating downside risk into decision making.
yeah one thing that always shocks me is people thinking that the status quo is normal and okay not a total emergency
