It's a call and response thing. When someone says 69 for whatever reason -- but especially if it's innocent -- you must say "nice" to them. Imagine a 13 yr old boy saying the "nice" with a smirk.

I get the 69 thing and the call and response joke makes sense. Still don’t get the non sequitur labeling of the arm wrestling though.
