Some people I know have never done a drug but are obviously good at it

that example is interesting for sure. Some lifetime/long-term non-users (not T*ughlove crusaders or ex-users forever on guard against "relapse" temptation) do seem to share with competent long-term users a clarity of intent & skepticism of Special Occasions.
