What’s the difference between a bias and a value? (Other than values being consciously endorsed)

Hm, seems that when people say something like "you're biased!" (i.e. partisan) they're trying to enjoin meta-level values on you. Partisanship *would* be bias if you had meta-level values, but not if you have object level values.
