      I would say that values *guide* cognition. A value shows you what to do about a perceived event; a bias alters your perception of the event.

          Perceptive vs. intentional. This is the is-ought problem viewed from the first person perspective. Biases are distortions of how we perceive phenomena. Values are how we prioritize
