What's to grapple with? I'm all in favor of arresting people for violent crimes, and completely against arresting them for drug use just because maybe they also commit violent crimes. It's not hard.

Don't want to pester you but could you give examples of that even with cannabis legalization?
for instance - personal use (at home) is ok, but “public use” (any under-21s possibly present) is illegal

Ah right. So we can have private but not public ritual. And no private ritual with kids around either.
