He carries dog treats. Because if they won't leash their dog despite rules, they WILL if a stranger gives them food... That is next-level.
I'm not sure I get the treat thing. So he carries treats and offers them when people won't leash their dogs because he knows they don't want him giving their dogs treats so they will leash the animals? What am I missing?

You're not missing anything - he asks them to leash their dogs because they're peeing on plants and scaring birds, they won't. But dog owners are VERY picky about what their dogs eat (dogs less so), and will leash their dog to prevent it from accepting a snack. Savvy.
