Contextually, the point was that doing code drops without the intent of building a community isn't a good way to do open source. They had done that in the past, have learned from it, and want to ensure they don't do it again in an effort to be better open source citizens.

As a open source guy, I think this less true rather than more. I often find code dropped in a web page or on GitHub, no attention payed and long abandoned, that teaches me how do do some exact thing I need.

For individual creators and less established teams, it *does* at least provide some user protection against Author Existence Failure. If you don't have an offsite backup IP owner, you can at least crowdsource it.
