It is how it works. Trump's administration would've needed to license it from BOTH Linkin Park, since they own the song as a whole, and the Cover artist, who owns the cover. The administration did neither.

I really don’t care how you insult me in all your atrociously misspelled tweets. I listen to county music and classic rock and could care less about an annoying band that doesn’t even appreciate the fact they’re trending for the first time I’ve seen in years.
