Anyone cares to explain this mixed order of lineup? It started with the old order 习近平、 李克强、 栗战书 and stopped here. Then it started with the new order 李强 赵乐际 王沪宁 and stopped again to bring back 韩正. Then, new order again 蔡奇 丁薛祥 李希.

Lockdown enforcers? Grassroots bureaucrats are burdened with regulatory responsibilities but it also generates opportunities for privileges: a. free movement despite lockdown b. discretionary power in allocating resources c. issuing restrictive orders to others 7/

Some officials may prefer chaos to thrive in. But I should think they are in the minority. And, given the costs, especially the pressure to maintain social stability, most provincial leaders wouldn't be so vested in the lockdown policy that they would block opening up. 6/
