It runs three plants in Xinjiang, hiring Uyghurs and other workers through state labor programs carried out against the backdrop of mass detentions and control of minority groups. "You don't have a choice," said an ex-resident of Piqan county, home to Hoshine's biggest operation.
Descriptions of these hires in state media reports and company statements reveal how coercive they can be. A team leader from the Piqan security bureau described performing "ideological work" on a villager named Muhtar to "change his thinking" before getting him a job at Hoshine.
New recruits were given patriotism training and political assessments. (And copies of Xi Jinping Thought on Socialism.) In 2018, Hoshine's chairman wrote that the company had arranged for minority workers to be “supervised” by others under an “ethnic affairs” committee.
Metallurgical grade silicon is the key raw material for solar-grade polysilicon and Hoshine is the supplier for as many as eight of the world's largest polysilicon makers. "Because they are all customers, the solar value chain is almost completely contaminated by forced labor."
MGS is also used in electronics, household chemicals, cars and many other products. “The solar industry is only one of many industries that needs to reckon with the high risk of forced labor associated with being a customer of Hoshine,” said @LauraTMurphy.
