Can we have PS3 xmb wave for vita's retroarch?

I'm not sure if the Cg runtime compiler is available on Vita, although the ribbon shader is baked into PS3/PC builds.

Since the Wave uses OpenGL from what I heard, wouldn't it be possible to use VitaGL to make it work? I'm just wondering.

VitaGL could be a potential solution. If somebody wants to add support to it on our existing Vita builds, we'd happily merge it on Github.
