So where's the epidemic of children contracting STDs that makes this ethical? The parents have no right asking for a prophylactic surgery that causes irreversible harm. What else would you be willing to cut off an infant because it might later have an illness involved?

I will also dispute the STD information is clear, the African HIV trials are so full of bad science if you actually read them. Plus all studies into homosexual men have shown no benefit, no studies outside those few in Africa have shown any HIV benefit.
