The question shouldn’t be, “But without an income tax, who would build the roads?”
A better question is, “What kind of prosperity and progress and innovation are we missing out on because we can’t imagine a way to fund what we need in the absence of an income tax?”

Road building and maintenance are well covered by fuel taxes. Those meet the definition of user fees. Income tax is pure evil.
