This is Calida's latest move against critical press. He initiated SEC's investigation into Rappler; he sought to close ABS CBN via quo warranto and pressured NTC to issue cease and desist. Now, he threatens to file court case to void Rappler agreement if Comelec won't.

PDR case against Rappler is not final and is pending before Court of Appeals. In its July 2018 ruling, CA said that when Omidyar donated PDRs to Rappler's Filipino managers, "the negative foreign control found objectionable by the SEC appears to have been permanently removed."

Calida says Rappler has no legal personality to perform any corporate act, citing SEC findings. SEC is a quasi judicial body whose findings are appealable. SEC said so itself in 2018: until made final, Rappler can go on business as usual.
