i-Lead executice director Zyza Suzara shows there is P34 billion unobligated pandemic funds from the P608 billion allotment from Bayanihan 1 and 2, most of the unobligations, she said, are from DOH.

From this table, you will see that of the P3.8 billion allotted for vaccine, much of it or P3.4 billion was unobligated. DOH says it was mostly due to scarce global supply.

Suzara says the DPWH's spending performance has been on a steady downfall even before the pandemic. This is taken in context to the Build Build Build campaign of the Duterte government. Suzara calls this "erroneous spending priorities."

Alliance of Health Workers president Robert Mendoza shows the budget cuts in some public hospitals.

If there's anyone who will be held accountable for pandemic spending, Mendoza said it should include President Duterte, says "siya yung nagsabing supilin ang korapsyon pero siya pa ang hinahadlangan ang imbestigasyon sa korapsyon."

Mendoza says that while DOH is adding beds to hospitals, it's not adding manpower.
