This is actually a totally or mostly solved problem. The barriers are political, not technical. :(

Definitely, politics are the bigger part of the problem, but there's also no clearly better, understandable algorithm to push for.

Really? I've seen tons of articles on algorithmically driven redistricting. My GIS friends say it's a pretty standardized output.

Still cites mostly political barriers. "Perfect" might be NP-hard, but to say we can't use it until it's perfect is disingenuous.

Agree - mostly political barriers. "Fairer" isn't hard. What's hard is a solution that could garner populous support.
