Where do legitimacy and authority come from in metamodern OR fluid institutions?
I would venture that the metamodern/fluid approach is to acknowledge that legitimacy/authority is always constructed & subject to change, that to say someone has legitimacy is more of a “measurement” than a granting of any categorical/unconditional privilege

This. Yes. So how does an institution that is aware of this act? What does it look like? I can think of ways the humans within it can be aware individually, but not ways the system can be aware of this (maybe some special kinds of metanarratives?).

It knows that each statement and action affects the balance of its authority, and chooses its statements and actions accordingly. It is in "dialogue" with the communities it operates within so it knows where it stands
