Good article by former Clara Marina O’Donnell fellow on how NATO survived Trump. Worrying that so much came down to luck, and to the personality of a Secretary General who saw he had no choice but to flatter & distract Trump to whatever extent was necessary.

  3. 🚨 NEW ARTICLE ALERT 🚨 'Why NATO survived Trump: the neglected role of Secretary-General Stoltenberg' by . Find insight into the agency of (actors in) international organizations, NATO's resilience, US foreign policy and more, freely here >

Jens Stoltenberg, Secretary General of NATO speaks with U.S. President Donald Trump (not pictured) while sitting in front of the NATO and US flags. Over top a quote from the article reads: ‘The case of Trump’s contestation testifies that NATO is a resilient security organization with greater power than is traditionally attributed to it. This observation is particularly relevant because the fundamental debate about the future of the alliance shows no sign of abating.’

Even in security organizations, international bureaucracy and its leadership play a role in institutional resilience and survival. Great piece by that shows why NATO's secretary general matters.

‘Trump never wanted to actually leave’ argument cannot account for why he was on the verge of doing so in Brussels in July 2018. ‘Trump’s personality’ argument cannot alone explain change in position. /3

Existing explanations are incomplete. ‘Blob constrained Trump’ argument incompatible with chronology. By the time Trump started to change position in NATO, adults in the room had been fired/marginalised /2

NATO’s survival was not predetermined. In public and private, Trump toyed with the idea of withdrawing several times and came very close to doing so at summit in 2018 /1

Yesterday Charles Michel said Europe sees China as a parter, competitor and systemic rival, and that the EU must pursue its own interests. , & wrote about the EU's complex, triangular relations with the US and China:

Important piece showing the limited ways EU and UK can work together on foreign policy without a proper agreement. Foreign policy cooperation really should not be one of the Brexit collaterals.

Largely Covid-induced rises in relative defence spending illustrates the non-sensical nature of NATO's 2% target. I make the case for reforming the target for here: .

Indeed! A window of opportunity for reforming the 2% may have opened and the European Allies should seize it.
