Gosh, I just can't imagine why a city obsessed with reducing the number of police officers would have to pay the few remaining so much overtime!

If you read the articles you'll see they were given additional funds on the condition that they hire more officers. They used it to pay overtime to existing officers instead. They've done this multiple times. Would you give up that overtime pay so easily?
